On the morning of November 21, 2024, a three person safety production inspection team from Guotong Group went to the water pump company to supervise and inspect the safety production work. The safety production inspection team is led by Comrade Zhang Qi, Deputy General Manager of Guotong Group, accompanied by Li Baipeng, leader of the working group of the water pump company, Ji Changjiang, Deputy General Manager of Production, Huang Houjun, Minister of Production Management Department, and relevant personnel.

        Supervise and inspect the on-site written test conducted by China Guotong Group on the "7 Responsibilities for Safety Production" of the main person in charge of the water pump company. And conduct a review of safety production related materials.
        Zhang Qi, Deputy General Manager of Guotong Group, fully affirmed the achievements made by the Water Pump Company in implementing the safety production work of the Municipal State owned Assets Supervision and Administration Commission and Guotong Group. At the same time, he emphasized the need to raise political awareness and maintain a high level of vigilance. To further enhance the sense of responsibility and urgency in safety production work, we must deeply recognize that the current situation is still severe and risks and hidden dangers are still prominent. We must always place safety production work in a prominent position and resolutely build a strong defense line for safety production. Secondly, we must firmly shoulder our responsibilities and missions, and ensure the execution of our work. Personnel at all levels should firmly establish the concept of safe development, organize and carry out large-scale inspections and rectification of safety production, as well as special rectification of prominent safety production problems. They should also do a good job in fire safety, special personnel training, timely updating of rules and regulations, emergency drills, and other work to ensure that all work achieves practical results. Thirdly, the water pump company needs to conduct a review of the "Eight Actions" of the three-year action plan to tackle the root causes of safety production, with a focus on carrying out the "Eight Ones" activities, raising awareness, implementing them, and preparing relevant materials. Secondly, it is necessary to effectively conduct a comprehensive fire safety hazard investigation for the provincial government's fire safety assessment in December. The fourth is to carry out infrastructure renovation work, accelerate workshop isolation and zoning operations, and eliminate various major safety risks and hidden dangers.

      Li Baipeng put forward work requirements: firstly, we must firmly shoulder the political responsibility of safety production.   The second is to strengthen work supervision and enhance the implementation of responsibilities. We must tighten and compact the main responsibility for safety production, focus on key areas based on the actual situation of enterprises, accelerate efficiency, make great efforts to identify and rectify risks and hidden dangers, and resolutely prevent and curb the occurrence of various accidents.
      The next step for the safety production of Ji Changjiang Pump Company is to fully implement the responsibility for safety production. Taking the three-year action plan to tackle the root cause of safety production as an opportunity, we will further tighten and compact the responsibility system for safety production for all employees, improve and perfect the work mechanism, increase investment in safety funds, build a "comprehensive, full process, all-weather" safety management system, and comprehensively enhance the quality and safety level of the water pump company. Secondly, we need to increase the efforts to identify and rectify risks and hidden dangers. Deeply draw lessons from various accidents at the national, provincial, and municipal levels, comprehensively analyze and judge the situation of safety production, draw lessons from others, and carry out the investigation and rectification of risks and hidden dangers, especially systematic, root cause, and seasonal safety hazards. Strictly implement the dual prevention mechanism, and effectively solve problems at the budding stage and before disasters occur. We must strengthen the construction of fire emergency support capabilities. Strengthen fire emergency plan drills and ensure the implementation of emergency supplies, emergency teams, and emergency measures. Pay close attention to key areas and critical links, implement the "call and respond" mechanism for early warning, strictly and meticulously carry out risk prevention and avoidance work, and ensure that all emergency measures are fully implemented.
